The agriculturist certificate, explained
In Gujarat this single document decides whether an agricultural land purchase is possible at all.

A khedut kharai certificate evidences that you are an agriculturist under Gujarat law, which Section 63 of the Gujarat Tenancy Act requires in order to buy agricultural land. It rests on land you already hold, supported by your 7/12 utara and 8-A khatavahi, and is applied for through the Mamlatdar office. It generally cannot be obtained in order to make a purchase possible.
What it is
An agriculturist certificate, widely called a khedut kharai certificate, evidences that you are an agriculturist under Gujarat law. Because Section 63 of the Gujarat Tenancy and Agricultural Lands Act bars transfers of agricultural land to non-agriculturists, this certificate is what most buyers rely on to show they are permitted to purchase.
What it rests on
Status flows from land you already hold. That is the point most people miss. The certificate does not create agriculturist status, it records it. The supporting records are:
- 7/12 utara, the record of rights for each parcel held in your name.
- 8-A khatavahi, the village account consolidating all your holdings there.
Together these demonstrate that agricultural land stands in your name in Gujarat. Without them there is nothing for a certificate to certify.
How it is obtained
Applications go through the Mamlatdar office for the relevant taluka. Several districts also accept applications through Digital Gujarat, and the state's Farmer Registry under AgriStack has been extending digital records further. Procedures and portals differ by district and change over time, so check the current process for your own taluka rather than relying on a general description.
You will typically be asked for:
- 7/12 utara and 8-A khatavahi for land held in your name
- Identity and residence documents, usually Aadhaar and PAN
- An application in the prescribed form, with the applicable fee
The question buyers ask most
Can I become an agriculturist so that I can buy? Generally, no. The status derives from existing landholding, which makes it circular for someone starting from nothing. This is precisely why the eligibility question belongs at the very beginning of the process, before site visits and before negotiation.
Validity and district
Certificates are typically issued with a stated validity, so an old certificate may need refreshing before registration. Whether a certificate from another district is acceptable depends on the transaction. Ask early and in writing, because discovering the answer late is expensive.
If you are an NRI
An NRI generally cannot acquire fresh agricultural land in India under FEMA. An NRI who already holds Gujarat agriculturist status, usually through ancestral land, sits in a different position. That case turns on facts specific to you and warrants advice from an advocate and a tax adviser before funds move.
